New Boat License Rules in the Netherlands 2025: What Skippers Need to Know
What’s Changing?
Starting soon, skippers who carry 13 or more passengers will need a Schipper Rondvaartboot certificate. This new rule applies to professional and tour boat operators and aims to improve safety and uniform standards on Dutch waterways.
Two Types of Certificates
There will be two official types of certificates depending on the type of vessel:
- Open rondvaartboot – for open passenger tour boats
- Rondvaartboot Amsterdamse grachtentype – for enclosed canal boats (replaces the old exemption certificate)
Converting Existing Licenses
If you already hold a valid boating license, you can still convert it before the deadlines:
- Klein Vaarbewijs I → valid until 2028
- Vrijstellingsbewijs → valid until 2032
Why It Matters
Without the proper certification, skippers operating with 13 or more passengers risk fines or losing their ability to operate commercially. Applying on time ensures compliance with the new Inland Waterway Safety Regulations (Binnenvaartbesluit) and avoids administrative delays.
Don’t Wait Too Long
Processing times can vary, so apply for your new certificate early. This helps avoid downtime during inspections or renewals — especially if you operate in busy areas like Amsterdam’s canals.
