Using a Foreign Driving License
Different validity periods for EU/EEA and non-EU/EEA licenses
EU/EEA Driving Licenses
Issued before January 19, 2013:
Valid for 10 years after issue date
If already over 9 years old, you can continue driving for another 2 years from your municipality registration date
Issued after January 19, 2013:
Valid for up to 15 years, as long as the license remains valid
Once your original license expires, you'll need to apply for a Dutch driving license.
Non-EU/EEA Driving Licenses
Important: 185-Day Rule
For citizens of all countries outside the EU/EEA (including the Netherlands Antilles and Aruba), licenses are valid for 185 days from the date you register at your local municipality. After that, you must get a Dutch driving license.
If you don't apply to exchange within 185 days, you'll be required to take the driving exams, even if your country has an agreement with the Netherlands.
International Driving License (IDP)
If you continue to drive in the Netherlands on a foreign driving license (for up to 185 days), and your license is not divided into the A, B, C, D & E categories, you should apply for an international driving license.
This document is essentially a translation of your driving license. You should apply for an IDP in the country where your driving license was issued.
Conditions for Exchanging Your License
General Requirements
- You are a registered resident of the Netherlands with a valid residence permit (if applicable)
- You are a citizen of the EU/EEA or Switzerland; OR you are from a country with a special driving license agreement with the Netherlands; OR you benefit from the 30% ruling
- Your non-EU/EEA driving license is valid at the time of application
- If your EU/EEA license is expired, it may be exchanged with a declaration from the issuing agency stating they have no objection
- You obtained your current driving license while being a resident of that country for at least 185 days (evidence required: passport copies, airplane tickets, or salary/tax documents)

30% Ruling Exception
You can exchange your driving license for a Dutch one if you are eligible for the 30% ruling, regardless of your country of origin. Submit your 30% ruling statement issued by the Belastingdienst (Dutch tax office) to your municipality along with your application.

How to Exchange Your Foreign License
Step-by-step process for exchanging your license
To exchange your foreign driving license for a Dutch one, apply at the municipality where you are registered. They will forward your application to the RDW (Rijksdienst voor het Wegverkeer - Road Transportation Authority).
Important Note
The appraisal process takes approximately two weeks (or longer, depending on wait times). Applicants are not permitted to drive while their application is being processed.

Collecting Your License
If the application is successful, you will receive your new Dutch driving license two to four weeks later. The RDW will send your license to your local office, where you can pick it up.
Certificate of Fitness (VvG)
When and how to obtain your VvG
You may be asked for a certificate of fitness or VvG (verklaring van geschiktheid) to prove you are physically and psychologically fit to drive a vehicle. A Declaration of Suitability (VvG) is proof that you are physically and mentally fit enough to drive a motor vehicle You can apply for this at the CBR (Central Office for Motor Vehicle Driver Testing ) by completing a Health Declaration, which contains questions about your health. Depending on your answers, a medical examination or driving test may be required. This declaration is mandatory for applying for a driver's license (except for a moped license) and proves that you can drive safely.
When a VvG is Required
- A new driving license category is being added (except AM category)
- You have a category C and/or D driving license
- You have a driving license that was issued outside of the EU or EFTA
- You have a medical condition
- You are 75+ years old (or 70+ years old and your license would expire on or after you turn 75)
How to Obtain a VvG
You can get the VvG from your municipality, at Mijn CBR (log in with your DigiD), or from certain expat centers.
After you have submitted your form to the CBR, they will notify you when your VvG has been registered and let you know if you need to have an additional health check. After this, you can apply to exchange your driving license.
Driving Tests in the Netherlands
For those unable to exchange their foreign license
Internationals who are unable to exchange their foreign driving license for a Dutch one will have to take a driving test at the CBR, with both theoretical and practical sections.
About the CBR (Centraal Bureau Rijvaardigheid)
The CBR is responsible for conducting driving exams in the Netherlands for all motor vehicles, including cars, scooters, motorbikes, and trucks.
The Process for Learning to Drive

Driving Lessons
You are not required to take driving lessons before taking your practical driving test, but it would be hard to pass the exam without doing so. Most driving instructors recommend that people with little or no driving experience take at least 20 to 35 lessons before attempting to pass the practical exam.
There are many driving schools in the Netherlands, and many offer lessons in English. Via the CBR website, you can search for accredited instructors and check the pass rates of their students.

Preparing for the Test
You can study for the test with a special theory course at a driving school, although this is not mandatory. Alternatively, you can study the theory yourself with:
- Theory books from (online) bookstores or driving schools
- Online courses and apps
- Publishers of traffic resources
Booking Your Exam
To arrange an appointment for your theory exam, log in at Mijn CBR with your DigiD and:
- 1Choose "Theorie-examen reserveren"
- 2Choose the vehicle, time, place and language for your test
- 3Pay via iDEAL
Make sure you have proper identification (such as a passport) and are registered with your municipality before booking. You can change the date via Mijn CBR if needed.
After Passing
You will receive your results immediately after the test ends. If you pass, you must take your practical driving test within 18 months to get your driving license. If you don't take your practical test within this period, you will need to redo your theory test.
Personal Declaration
After you have passed the theory test, but before you can take your practical examination, you will need to purchase and fill in an eigen verklaring (personal declaration) at Mijn CBR. This is to determine if you are healthy enough to undertake a practical examination.

If you are especially anxious about taking exams, it is possible to request a faalangstexamen. This is a longer exam with an examiner who is specially trained in helping people with anxiety.
What to Expect During the Test

4. Independent Driving
Drive independently to a destination using a navigation system
You can do the test in your own car or your driving school's car. You may be able to have someone else in the car with you, like your driving instructor or an interpreter.
After the Test
When the test ends, the examiner will tell you whether you've passed and discuss your self-reflection form with you.
If you pass, you will immediately receive both a certificate of competence (Verklaring van rijvaardigheid) and a certificate of fitness (Verklaring van geschiktheid). Once you present them to your municipality, you will receive your new driving license within five days.
Renewing Driving Licenses
How to renew Dutch and foreign licenses
Renewing a Dutch Driving License
Just like most EU driving licenses, a Dutch driving license is valid for 10 years from the date of issue and should be renewed before it expires.
Process: Before your Dutch license expires, the RDW will send a reminder to your home address. All you need to do is:
- 1.Go to your municipality with the required documents
- 2.Pay the fee
- 3.Collect your new license within five working days
Some municipalities also offer the option to renew a driving license online. To do this, you'll need to have a passport photo taken by an RDW-recognized photographer, who then sends your photo and signature to the RDW.
Renewing a Foreign Driving License in the Netherlands
Important Note
For expats living in the Netherlands, it's not possible to renew a foreign or EU/EEA driving license. You will instead need to apply to the RDW for a Dutch driving license.
Lost or Stolen Driving License
What to do if your license is lost or stolen
Dutch or EU/EEA License
If your Dutch or EU/EEA driving license has been lost or stolen, you must lodge a police declaration with the municipality where you are registered to receive a new one.
For a lost EU/EEA license, you will need to provide extra documentation.
Non-EU/EEA License
Important
If your non-EU/EEA driving license is lost or stolen in the Netherlands, you will need to successfully complete the Dutch driving exams to receive a new (Dutch) driving license.
